How can i stop a thin clear plastic cover (the kind you use with binding documents) from attracting little 'bits' like hairs, tiny pieces of paper etc (basically anything)?

Would an anti-static spray work? The sort that you can spray on upholstery and car door handles, I mean. Try you local garage if you think it might work.
You can Earth it by touching one hand on the radiator and hovering the other hand over it with a pointed metal object like a screwdriver. The fluff is repelled off. The tool need not scratch the plastic because it sprays electrons onto it, which you can see if you do this at night and your eyes are used to the dark.
