if someone was covered all over in an atom thick layer of water would they be aware they were wet?

If it was water, surely it'd have to be "molecule thick"?
You can have an atom of Hydrogen or Oxygen but not a compound.

Either way the answer to your question is no.
You probably are coated with a several thousands of molecule thick coat anyway. Do you feel wet?
