I've found an air rifle that purports a muzzle velocity of 1250 ft/sec. If using 13gm stainless steel pellets from approx. 30ft , can I take out that destroyer of lives and eater of babies as he whimsically waltzes through the car park?

So, your air rifle exceeds that velocity. I can attest, after many years of hunting small varmints on the ranch here in the western U.S., that, if the .22 works so well, your's will certainly do the trick. I'm somewhat surprised that an air rifle can reach that kind of velocity, however...
Air rifles that are over a certain power (12 ft lbs) require a firearms certificate.
One with that sort of muzzle velocity will doutlessly fall into that category.
