Flashing Vision -- Colours

I was wondering to myself, why is it that contrasting colours appear to flash when you glance at them, yet not when you are looking fully at them?

Do you wear glasses? I've noticed this, especially with blues and reds. I assumed it was some refractive shift due to my (fairly strong) glasses.

No, I used to as a kid, but these days my sight is pretty good. It's probably just one of those things, I just want to know why it occurs, probably a rods and cones thing.
