Apologies if the question's been asked before, but is there a rule to determine when the clocks go forward and back in the UK?

I've heard it's 2am on the last Sunday of March and October respectively, is that correct?

There's a rule all right. It's under the 9th Directive from the European Commissin, (wouldn't you know?). Read about it here.

Traditionally, if Easter Sunday fell on the last day in March, Summer Time would be brought forward by one week, but this no longer applies under the Directive.
