Ear plugs and SNR and NRR

A pair of earplugs have a Noise Reduction Rating of 33dB and a Single Number Rating of 39dB. Would these both be able to block a sound of 36dB (regardless of frequency)? How can you be assured to block 39dB yet the other rating suggest only 33dB? I read that it doesn't matter which rating you use it will still block the stated figure, but if it blocks only 33dB then clearly it won't block 39dB. I know its obvious that they are measured differently, but can anyone shed some light on this?
