In simple terms wetness is the ability of a liquid to stick to a solid surface. Mercury isn't very wet at all whereas petrol is very wet. Pure water doesn't wet most surfaces very well but add a few drop of detergent and it becomes a much more efficient wetting agent.
Pure water has a high surface tension due to extensive hydrogen bonding. It's surface tension can be reduced dramatically by the addition of a small amount of detergent.
