200 -230 V is the voltage range that the applicance can operate on. Good for Europe usless in the USA because they operate on 110V
The 1500 - 2300W denotes the wattage of the element in the kettle. The 2 numbers cover the wattage used on a range of 200 to 230 V. If you take the 2300W and divide by 230V you will get 10...the units are Amperes. This is because Watts = Volts x Amps. Finally the 50 Hz is the frequency of the mains AC supply that is suitable for this appliance. So since our supply in Europe is 50 Hertz, the kettle is good for Europe. In the US of A they use 60Hz.
Finally the reason why these are important is because we have a 13 Amp ring main system in most houses. If we exceed the current demand by plugging in too many appliances the fuse will blow or the trip will drop out.
