My first guess is that perhaps you're trying to save money and buying an inexpensive roller "cage" or frame, onto which the paint sleeve slips. I've found the best are the spring steel type that have three or four spring rods running between the ends of the frame.
However, if that's not the case take two small rubber bands and stretch one each onto the plastic cap ends of the roller frame about an inch from the end and then slide the roller sleeve on. This has worked for me.
By the way, if you want to wash out the sleeve when done and save it for another time, here's a neat trick; Take a medium large bucket (say 5 gallons) and fill it about 3/4 full of reasonably warm water. (This is assuming you're using latex based paints, won't work with oil base). Place about 1/2 cup to 1 cup full of the cheapest liquid laundry softener you can find in the bucket. Then place the sleeve in the bucket and swish it around vigorously for just a minute or two... the paint comes out and only minor rinsing is neccessary. Besides, you'll have the sweetest smelling paint roller sleeve in the neighborhood. Works even better on paint brushes...

I am doing some more decorating in the next week or so and I will definately try your ideas. I usually can't be bothered cleaning the roller after I've used it and I throw it away, but I will try your suggestion.
Many thanks.
Maybe you should have a cuppa T before you start!
If it's a cage frame, why not pull apart the tines to increase the diameter of the cage?
it will be due to the way you roll. as you move you will be moving side ways aswell. if you moved it in the direction of the roller slides on it should hold it in position
