The osmotic potential between the fish's internal fluids and the surrounding salt water actuall draws water out through the semi-permeable membrane that is the fish's skin.
To avoid dehydration, the fish drinks to replace the lost fluid. Excess salts are removed by the kidneys and excreted.
Fresh-water fish tend to have the opposite problem, their kidneys working to remove excess water, as the osmotic potential forces water into their bodies.
There are, of course, fish that are adapted to tolerate both environments.
