Because the carpet deadens sound
Question Author
so that means that the noise comes from beneath the vacuum?
Audible frequencies of sound waves are largely unfocused and tend to radiate in all directions from the source. Most of the sound we hear (typically ~90%) is reflected sound. Carpet tends to absorb a large portion of the sound directed toward it. And indeed much of the sound generated by a typical vacuum cleaner originates from the concentrated drawing of large volumes of air at the intake, and in some cases additional sound generated from the motion of a spinning brush in proximity to the intake. Carpet can also dampen the amount of air being drawn in by the vacuum cleaner by partially restricting the air intake. Noise produced by the interface of wheels and bottom of the vacuum cleaner with a hard surface are also largely eliminated by carpeting.
