Use a PET (eg. coke) bottle, drill out a cork and glue a schraeder valve from an old bicycle tyre into it using a hot glue gun. Make some plastic fins out of an old take away box (again hot glued on). Find a big wide open space, 3rd fill the bottle, bung the cork/valve unit in, put in on the ground with a car footpump attached, pump it up and eventually it will take off. You might get a bit wet, and bee careful where it's pointing.
You might need more than one . . . erm, don't try this at home!

The optimum water to air ratio is 1/3 water 2/3 air, if you're making the kind i'm thinking of . . .
