A winter wonderland carnival

No idea if this has gone in the right catagory but here goes - Next year we are having a carnival in our village. It is in July but it has been decided that the theme will be A Winter Wonderland! Has anyone got any ideas for the procession?

I hope you live in the southern hemisphere as it sounds a bit daft having people dressed in woolies in middle of summer or worse people dressed in t-shirts under a winter wonderland theme. if it's the case I'd honestly rethink it out.
