Quite a lot of New Look's have a section called Inspire which go from 16-26.

Dorothy Perkins are one of the fashionable high street stores that actually realise that not everyone is a size 10! They do their stuff up to a size 20, somethings a size 22, hope this helps!!!!

Evans sometimes has some nice stuff. And there's a catalogue called Simply Be that does large sizes.
