Static on clothes

What is the best way to minimise or get rid of static electrity on the lining of skirts and trousers? I've just bought a new skirt and it is lined with a synthetic material which literally sticks to everything apart from the skirt material. Horrid!

[Please don't say why did I buy the skirt - I liked it and it fits, the combination is rare!]

You can either turn it inside out and rub the inside with a bounce sheet, or spray it with hairspray round the bottom edge!

Or you could buy a petticoat/slip (if such things still exist) and wear that underneath!
