You can brighten up any jeans+tshirt combination with a funky hat, or scarf, brooches, belts, earrings and necklaces - anything. Its simple, versatile and fun. If you want to add a bit of 'girlie-ness', there are these really funky belt/scarf things, with sequens, in Oasis (but also many other places) - you can wear them around your neck, or as a belt, and as they're quite sparkly and eye-catching, it will brighten up your outfit instantly.
If you're a bit worried about your weight, wear heels - they will visually make you thinner. Try maybe taking a regular pair of jeans, turn them up to just below the knee, add some knee-high boots, a V neck tshirt, a jacket and wear some dangly earrings?
Colouring wise, you sound like my cousin - and she likes experimenting with colours - she will try to avoid black or brown tops, as they are a bit too dark, and go for bolder colours instead. Try aquamarine or turquoise tops with brown trousers.....

Lotus is right, style is about the way to put clothes together. My advice would be never buy an 'outfit', make sure anything you buy can be worn with afew other things in your wardrobe or try puting things you already have with different things.
Go into a shop, pick up a whole load of clothes and try them on even if they dont look so good on the hanger.
If you get a bag make sure its practical. Get a big leather bag in a good colour, you can stuff it with htings and itll be timeless and go with anything, Topshops good for these.
Go into shops you'd never normally go to.
I could go on, i love shopping and helping other people shop.
