Tumble dry
As Rocky says, without fabric conditioner.
In my experience the only way would be to buy new. I've tried a number of solutions I found on the Net but none really worked. So I put up with them getting rougher/harder.

Hi, Lyn....try giving them a long soak in a bath half filled with tepid water and Calgon......then wash as usual.....

Some say adding a cup of vinegar to the final rinse of that wash helps too.... but I don't know about that....x
get a water softener or use calgon tablets in the wash and then tumble dry
Mine are like sandpaper!!! Good for the cellulite.
Are those tumble drier balls effective ? I see them for sell but wondered if they actually did anything to make towels softer.
We live in a hard water are so ours get rough quite quickly.

We do use fabric conditioner, although I have heard it makes them a bit less absorbent. Without it they would be even worse.

If I dry them outside, I then tumble them with the heat turned off, as it seems to make them softer.
Hopkirk, so domesticated aren't you. ;-)

As my washer is broken at the moment I've being using my SIL's washer and tumble dryer she has fabrise and such things... awesome! much better than the crusty frozen stuff brought in from our springtime in England.
I can't be the only person to dislike soft and fluffy towels...I like them with a bit of texture. Mind you, I also dislike soft pillows....mine are spelt-filled.
If it was left to 'er indoors, they would be cremated in the tumble dryer every time.
