Small Strong Non-Usb Fan

My friend always uses a fan - either an old fashioned folding paper/fabric one when she is out and about, or a large table top electric fan when she is in the house. I would like to buy her one that can do both ie as strong as the table top but also portable. There are lots of great options available however they are mostly rechargeable via a USB. But unfortunately my friend doesn't have a laptop and therefore couldn't recharge it. So does anyone know of a strong, low noise, small desktop electric or battery powered fan?

Price range is ideally about £10 Barsel but would consider more if it was the right thing.
