I have had an item returned by a buyer who (along with ebay) are threatening me for non-payment of a refund. The money he sent via paypal is sitting in my account but is 'pending' meaning I effectively haven't been paid yet.

I have explained the situation to him, but he doesn't seem to understand that I can't refund him what I haven't received. Ebay have stepped in and are sending slightly aggressive emails. Of course there is no way to reply to these emails to explain what is going on.

Anyone had experience of this?

Ring them?
Click on "help and contact" at the top of your ebay page
Scroll down to contact
On the next page there is an option to telephone them
Go into your account, then with the Item Number or the Sellers Email go on the Send money logo, you can return the money that way.

TWR I can't return refund the money yet because I haven't had it!

Maybe it's paypal who have put it on hold as the buyer has raised a complaint with them. You may want to check with them. incidentally you can still pay him from paypal even if the account balance is nil- they just take it from your linked card/account.
But isn't there just something you click on on ebay to refund a purchase. if so just do that and let ebay sort out the taking of the money
This is a brilliant illustration of why I swore off Ebay once and for all back in 2009, their system and relationship with Paypal are absurd.

Why not send the refund in a separate transaction from the one you're having trouble receiving out of your available balance? Do you not have the amount?

I'd contact Ebay through their Help & Contact page to explain the situation to them including that you've discussed it with the buyer but they don't seem to be understanding.
Contact Paypal as well concerning the issue receiving the transaction. Presumably, either the buyer isn't familiar with using Paypal and thus unknowingly did not complete the transaction or it's an issue on Paypal's end.

I also advise you get your ass off Ebay, Amazon is far more reliable and efficient but that's up to you.
I still don't understand this. If you transfer the required amount into your Paypal account from your linked bank/card account you could then refund him. But I am sure you can refund him anyway- if there isn't enough in your Paypal account don't Paypal just take the shortfall from your linked bank account/card?
Have you accepted the return and clicked on the eBay sale page to say the item has been recieved back ?
