Do You Regard Putin As A Bad Guy?

A big of background here...

Management couldn't answer my query...BUT...they referred me to a letter to be delivered to all properties.
Any cable installation is prohibited..."until further notice no WiFi,ee, or Openreach installations are to be carried out within the building "
Apparently a fire risk due to the buildings fabric has been identified.
Also, BT/Openreach has yet to install the highspeed cable in the street. So we are in limbo. I've received my BT hub, due to be installed on Wednesday. I'm still with Virgin. Am I correct in assuming that the new hub cannot be installed due to my property still being connected to Virgin cables? Hope this all makes sense.

Of course, it may only be their own decision, since I'm unsure how a cable installation is likely to cause a fire. Don't they have more details and explanation ?
Otherwise it may be a case of wait & see.
Management is waiting on a "professional survey to assess the situation" that is to be done. If any work is carried out without permission the resident or owner is responsible for covering the repair costs.
I'll email Management again and see if installation of a smart hub is part of the work that is forbidden. I'm still wanting to know if it can't be done anyway if the hub is BT and the cable is virgin. Virgin has their own system, while many other Internet suppliers use BT.
I'm probably overthinking this, but it looks like I'll have to cancel either way.
How does one contact BT Openreach?
