I haven't tried this myself but in my book of impossible stains it has for permanent marker on lino to rub toothpaste into it.

Another one for pen on fabric is to spray with hair spray and then put in the machine.
I wont recommend putting the doll in the machine but if the one above doesn't help it might be worth having ago and then wiping with a damp cloth.

try a remover like sticky stuff remover.
its made from orange juice.

I swear by a product called Greased Lightening. Don't know if you have it there though. spray on cloth, not on doll directly.
