Internet shopping - Am I being scammed???

I want to order some stuff from an American website but when I enter my credit card details it won't register.
I contacted the site and they have said that my order can be manually done but I would need to fax a copy of the front and back of my card and also a copy of my passport.
Am I being scammed? I have seen other sites that ask for this but I'm really not sure what to do
