depends where it is.
if in residential area then morning rush hour 7-9.30am for papers on way to work / school

after school when kids come in for sweets etc.

if in town centre then probably just before work, lunch hours 12-2 and then 5-7.

it will also depend what else it sells
depends on it's location, one near a school probably lunch time or school kicking out time, one near a station would probably be busiest during the commuter rush and so on.
Sunday morning is very busy - when everyone is in buying their Sunday papers. Was the busiest time of the week in my in-laws newsagents.
why? are you planning on doing a raid?
