i recently walked past two empty ex woolwoths stores in the midlands both had all their lighting on even thpough it was daytime and these shops have now closed down , who do you think will be paying the electricity bill for this ? US of course , us workers who pay the community charge , it makes my blood boil who would i report this to ?

No, the electricity bill will be paid (eventually) the Liquidator/Administrator.
They may have left the lights on on purpose, so that anyone who broke in (for a spot of vandalism?) could be easily spotted. It may be cheaper to leave the lights on than to pay for a damaged building.
I'd noticed that the lights are still on in our old Woolies and thought it must be for the same reason spudqueen offered.
