jeans

I have a waist measurement (at the smallest bit) of 29 inches which, according to sizing charts, makes me a size 11, this I know is not correct as I can't fit into size 12 jeans, am more of a size 13. My question is as follows; I have found several websites offering jeans in waist sizes according to inches, including 'in between' sizes, where should I be measuring myself to get these jeans which will not sit above my belly button (where I measured my waist) to fit?

appreciate the answer but not sure how that was meant to help, was link to clothes website but had no sizing charts or any sizes at all that I could see. :o)
