why is it you never see party political broadcasts for the british national party or monster raving loony party even though they are recognised political partys

The four nations of Britain are treated separately as far as party political broadcasts are concerned. (For example, there would be little point in Plaid Cymru having a broadcast in Scotland.) Other than that, I understand that any party which is putting up candidates in 1/6 of the relevant constituencies is entitled to have such broadcasts. Presumably, as In A Pickle has already suggested, neither of the parties you mention has that many constituencies covered.

The BNP had a Political Broadcast on BBC and ITV last May which Channel 4 refused to broadcast.

I have watched Party Election Broadcasts for the BNP in 1997, 1999, and 2004.  The rule was that any party with 50 or more parliamentary candidates was entitled to a PEB; now the limit is 110.

The OMRLP has never had enough candidates to qualify.

If "being a registered party" were enough to qualify for a PEB, then there would have to be c.300 PEBs in each campaign, because that's how many parties there are.

maitre d' - presumably "recognised" means "registered under the terms of the Representation of the People Act 1998, as amended by the Political Parties, Elections and Referendums Act 2000, and therefore listed among the registered parties by the Electoral Commission".
