Should the police have the right to cut the hoods off anyone wearing a hoodie if they are banned?

No. Nor should people be banned from wearing what they choose. This debate isn't about hoodies becoming an illegal item of clothing.

It is about a private company - which owns Bluewater shopping centre - exercising their civil right to set a dress code for entry onto their property. They should have the right to refuse entry to people who don't meet that dress code.

Other individual shops / businesses sometimes have dress codes for similar reasons. Banks already require the removal of hats / motor cycle helmets etc and pubs/clubs also refuse entry to people on the basis of their dress.

This is a civil matter and the police should not be involved.

Well said Lillabet!  And even if you replaced the word "police" with the phrase "Bluewater Security Staff", I'd have thought the answer would still be "No".  They would, however, have the right to remove the offending person from the shopping centre if they had sneaked through the net.  (I would have thought)

As has been pointed out elswhere, the owners of the centre are happy to allow the items to be selt in the centre but won't allow them to be worn there.
