For starters the building site will be a constant, and I am pretty certain a jack-hammer and JCB make a little more noise than your milkan whistling 'is this the way to amarillo'.
Contact your local noise pollution dept at the council if you think you are really that inconvenienced. Or you may even find this advice useful:
