What are the years painted outside Green Park in London?

So the other day I was walking down Park Lane and outside Green Park were years painted on the pavement about 2 metres apart.I caught them from 1945 all the way down to 1800 where the tube station was, not sure how high they went, if it was up to present day or not.

Does anyone know what they are meant to represent?

It wouldnt be anything to do with roadwork markings?They often paint numbers etc before they carry out work.( :)
It�s the new walking pay as you go self assessment congestion charge if you start at 1800 and walk to 1950 that will cost you �1.50 if you try to cheat the system Ken Livingstone  will take your shoes away you have been warned!!
Agree with VINNY100_2 . The markings so they no where the electric/gas and water supply is.
