It's definitely not in his biography by his wife! It certainly doesn't appear on a google search nor does it seem likely!

I didn't think babies were born with teeth, hence them having to eat baby food and mushed up stuff.

I'm sure he must have grown some at some point.

It is possible (although I dont know about Billy) - natal teeth are teeth present at birth, rare but it happens
