You can get a passport in a day by going to the passport office, though it is much more expensive to do it this way, you have to make an appointment and there are restrictions.
You don't say what you need the ID for.  Many organisations will accept a utility bill addressed to you at your home and dated recently.  To be safe, take several - gas, electricity, telephone, council tax etc.
Surely you have a birth certificate and utility bill or bank statement. Although if you require photographic ID you will need either a driving licence or a passport.

I recently picked up a passport at the passport at the passport office, and a word of warning: it is a long process. It was all well done, and didn't feel slow, but it takes time on the day.

They do it in batches, so you have to wait with your batch, then queue, then get all of you stuff looked at and stamped and whatnot, but once you've got all that done I think you've got a 4 hour wait before you can collect it.

I thought it might take a few hours, for the money I was paying, and having to sign up for an apointment I thought it would be a 1 on 1 thing, but all in all it was about 6 hours of loitering around Victoria Station.

Bring a book.

CIS card from the tax office.
