No doubt a passing Scot will correct me if I'm wrong, but I believe that these days, Edinburgh City is its own unitary authority and isn't in a county as such. Before the re-shuffle, I believe it was in Lothian.

littleoldme is right - Edinburgh City has its own council, separate to the 3 lothian councils.  See below:
