Wrap up warm, get shoes that aren't going to slip over on ice or get sodden in snow, and stay indoors as much as you can. I've experienced temperatures about that low; it's very cold, but you won't freeze on the spot or anything. Krakow is a big, fully functional town (and a very interesting one), not a remote village.
But if I had a choice, I'd stay home till it warmed up.
