How about Toyah, plenty of scope with that one!
Boy George - Culture Club era
or any female 1980's starlet (e.g. Janet Jackson / Whitney Houston etc) just remember the jacket with massive shoulder pads.

URGHH!, i just reached my teens by the end of the 80's and its the worst decade ever, ra-ra skirts, flouresent socks, leg warmers and joe bloggs black jackets! wasn't fashion just awful then?

Ok ideas for you, how about chrissie Hynde- (pretenders)shoulder length black wig, skinny jeans, waistcoat and LOTS of black eyeliner!. Tina Turner (only if you feel brave BIGGGGG HAIR! SHOOOORT dresses!), janet jackson- in the 80's she was in black boilersuits that were belted with keys (or jangly shiney stuff) hanging off the suit, big jangly earings(only in one ear if i remember though), black baseball cap and doc marten boots, get dancing in sync!! Have fun x

Suzy Quatro? leather pants and jacket and a blow up guitar?

Siouxie out of Siouxie and the Banshees.... Goth....

Time for a change of sex, perhaps?

If your sister hires a highwayman's costume, she could go as Adam Ant!

Chris

Wendy O Williams of The Plasmatics.

All you need is a bit of insulation tape, and a punk wig.

Kim Wilde would be quite easy. Black leather jacket, blue jeans, narrow hooped T shirt and dreadful haircut.
Yazz - if she's prepared to do really drastic stuff with her hair
What about somebody way out, like Gary Numan, Marc Almond or Boy George.
I think Suzi Quatro was more 70's than 80's. If your sister could rope in a couple of mates they could go as Bananarama or there's Hazel O'Connor or, not strictly a singer but Eileen from Dexys Midnight Runners song, dungarees and a beret if I remember correctly. Or Debbie Harry from Blondie or Sheena Easton (jumpsuit) or Mari Wilson (big beehive) or Annie Lennox from the Eurythmics or Kate Bush.
..how about toni basil (who sang "mickey")... cheerleader outfit with little pom poms on her shoes, dont forget the big pom poms too... http://homepage.mac.com/jkbembe/artwork/toni_basil/best_of_toni_basil_mick.jpg

The obvious Madonna, Boy George, what about in the Frankie Says Relax T-Shirt or alternatively the Choose Life Wham moment. Bananarama dungarees, backcombed hair, lots of stripes not unlike todays fashion trends.

Whatever you do, lots of back combing, loads of hairspray, red, stripes, denim, leggings, leg warmers, puffballs (a'la Pepsi & Shirlie). You go girl, have fun.
