Officers in debt

Is it true that members of the police service or HM customs aren't allowed to be in debt? Who should I contact if an officer owes me money and refuses to pay?

It's certainly frowned upon, but (I asked an officer) not against the rules. The reasoning is that it might expose them to blackmail or other threats. Contact your solicitor over any debt. Threatening to contact anyone else - ie his/her boss - could be construed as blackmail.
