Does the eagle's head on the U.S. Presdient's Seal change direction in a state of war?

In an episode of the West Wing, the Chairman for the Joint Chiefs thinks that the head of the Eagle turns towards the arrows when the country is involved in a war. I know it's a fictitious show but is it true in real life?
