how do i find out if a person is who they say they are any way to check there background for free

I think you should give some indication of your doubts to get an answer. Suppose someone is claiming to be professional - doctor, lawyer, clergy etc. - (this of course is a favourite for people up to no good) then this is easily checked out nowadays. If you have a name and address that you wish to check, there are at least two site to visit for confirmation of current electorl list status. I1m sure that other ABs can give some help if more information available.
