Preston, Newport, Stirling, Lisburn and Newry were all granted city status as part of the Queens golden jubilee celebrations. Not sure if that's what you're looking for though.
It could be Cardiff.Cardiff was given city status in 1905, but it was not until 1955 that it was declared the capital city of Wales, making it Europe's youngest capital city.
