Is 'Telbert' a name ? If so does anyone know which nationality it's most used in, or any other information ?

You're not confusing it with Delbert, are you? They sound pretty much alike and - nowadays especially - parents are making up name-variations wholesale! Jacqueline has become Jacqui, Jackie, Jacki, Jaki, Jaci and probably several others. It's quite likely, therefore, that some parent striving for individuality for their child - or unable to spell, of course! - has altered Delbert to Telbert.
Google knows only two Telberts - one being a convicted drug smuggler from Jamaica, the other a cartoon character on an Australian website, who admits "(t)he name 'Telbert' was a modified version of a nickname given to my creator by his brother many years ago".
Telbert is a name. If you google you will find some Telberts in Norway and North America amongst others.
Mikewith, you must have a shortened version of google. My search for 'Telbert' brought up 952 listings, some of which were obviously referring to the same thing (mainly the furry cartoon character)
