Most likely to do with tin mining - stannous being to tin as ferrous is to iron.
As Kit says, 'stannary' means 'related to tin'. The Stannaries was the name given to the tin-mining/smelting areas of devon and Cornwall. There were also stannary courts, stannary parliaments, stannary men and so on as well as stannary towns.
