On the roof of the colvern building, spring gardens, romford there is a circular hole with metal bars across it in an x shape and a smaller hole in the middle. Does anyone know what its purpose was?

No. S orry should have said its on a sort overhang outside.
It was for a flagpole to go through originally. It was taken down many years ago (pre 1978) when it was found to be rotting and so dangerous from a safety standpoint. The Colvern building has now been demolished to be replaced by residential builings after TT Group closed down the operation. I believe production operations for its products (potentiometers mainly) are now carried out in India and China.
