Odd UK postcodes

Most UK postcodes start at 1, but HA and CR start at 0 (wembley and Croydon). How did a few areas end up using a zero?

When the Post Office first trialled Post Codes, there were differnt options, including starting with three letters. When the trials proved succesful, the CRO (letter 'o' as in CROydon) was kept, and treated a CR0 (zero)

Since then, a few additional areas have introduced 0 sub-districts to provide for expansion. These include the Harrow (HA) district
