Getting your message on the Hull Big Screen?

I want to surprise a friend by getting a Happy Birthday message on the Hull Big Screen in the middle of town, not sure if that's it's actual name. Could anyone tell me who I have to contact to find out how to do it with costs etc.?...maybe a decent website? Cheers
