A place can have a cathedral & be a town (as Truro). Other places can be cities without cathedral nor university. They have City Councils instead of town councils.
In Reading the (daft labour imho) council have decided to start calling Reading a city (even though they've lost out on two of the recent 'competitions' for this). Signs point to 'City Centre' and buses go into the 'City'. I think its a load of old money-wasting nonsense and, frankly, an insult to the Queen who can bestow this honour on a town.
