Why is the town called DuMbarton, but the county is (East/West) DuNbartonshire?

dumbarton was probably originally dunbarton. the letter n in front of b's and p's becomes an m phonetically. sometimes this is reflected in the spelling and sometimes it isn't(eg. unbelievable and impossible). whether it is or isn't is completely arbitrary. the etymology of the two names is probably identical
