Road construction levels

Recently I was travelling through the Blue Mountains NSW on the Great West Highway when I met some new roadworks. The adjacent railway embankment had been tunneled through to allow some side road access but someone had got the levels badly wrong and the two roads didn't match up. Any idea where this was, please?

I doubt that anyone here would know the answer. But why not ask those who are carrying out the work, namely the NSW Roads and Traffic Authority
