noisy neighbours

A new couple have been having a series of rows in their house. I know we're all entitled to our pwn privacy, but they have the windows wide open, it starts around 11pm and this morning they finished their spat at about 7.30 am. Since then it's been quiet - they must be asleep! Unlike me who had to go to work. As they're council tenants, how many instances of this is "unreasonable behaviour" They aren't the sort to approach, he likes a beer or six and possibly a bit of weed [not always a good combination. If he can [and does]slap her about when he's fired up, he's just as likely to do that to whoever knocks on his door. Any ideas of a way forward? Thanks

Most bullies back off when confronted. Call police - they'll shut him up! tell police he's got a gun - that'll get 'em moving! You can always says you made a mistake about the gun as it was shadowed.

If they are asleep at 7.30 it's time for you to switch on your radio nice and loud and forget to switch it off as you go to work......
Seriously, as has been said, you need to contact the landlord if it is rented, and environmental health and make a complaint, preferably with other neighbours, so it does not appear it is just you. If it is an owned property, check if there are any restrictive covenants or similar, you could use.
It can be a drawn out process - we had a situation with Mother in Law moving in with darling son and Daughter In Law who she hated and had rows every day, culminating with Mama throwing the entire dinner service at the DIL, and most of it went through the closed windows of the upstairs flat. In the end continuous complaints persuaded them to tell Mama to go themselves, thank goodness, but it did take time!

Thanks for the tips, I should send the dog over! He'd probably just sit there, doing the waggy tail routine - he still doesn't know he's a Rottweiler, even at 7� years.
Guess we'll keep a log of this. It only happens every other week or so. I reckon it's when he gets paid, then goes on the lash.
