Is this the Wembley Arch?

Can anyone tell me what I am seeing? I am driving into Kingston/London on the A3 and have just passed through Claygate (next junction Tolworth) as you come around the bend about half a mile from the first speed camera, ahead of me is what I think is a footbridge over the A3, as I approach this I see an arch over the top of this footbridge, what is it????????? I have seen the Wembley Arch close up and don't think it's that big. Please help.
