A state is a political community with sovereignty within it's defined borders. It can also be defined as having the right to legitimate violence, I think it was Max Weber who said that.
I'm not entirely sure on when something is a country. But I think that it is possible for a more than one country to be part of a state, so i guess being a country has more to do with nations than states. Maybe someone else can enlighten you... :-) But one thing I know for sure is that a nation and a state is not the same, even though a state can be a nationstate (when the state only consist of or there is a very large majority of one nation )
