No Hadeva, the head gear (scarves) are not removed, but obviously the face covering is removed for the picture.
If I can't wear a hat for a passport photo, why can a muslim wear a headscarf?
Racial discrimination or not?
No not racial discrimination - muslims are not a racial group, they are members of a religion. If the question had been about catholic nuns ( I don't know if they are allowed to keep their headdresses on for passport photos but this may be the case) would you have made the comment?

The question does not state passport for which country. I have seen passports from the gulf arab states where the photo on the passport shows a bare minimum of the holders face viz. face covered except for the fabric slit opening for the eyes. It nis difficult then to judge iof the holder is the rightful holder of the document. The officer has to use other ways to ensure that the passport belongs to the presenter of the document.

I dont think that is the case for UK passports.

Inferno - yes i would have made the same comment. I'm sorry if I used the wrong expression, but it is still discrimination, only religious.
ALL passport photos should be easily compared to the person using that passport.
By the way I have never discriminated against anyone for any reason, but do get tired of being discriminated against.
